The Sheriff is fed up with a crime problem in Indianapolis. He has a pretty good idea of who is guilty, but he can’t be sure because his hands are tied by the very law he relies on to do his work. Frustrated, he goes to the Mayor.
Mayor Boggs is the youngest Mayor ever elected in the city of Indianapolis as just 32 years. He is not entirely sure what to do when the Sheriff tells him the trouble, but of course he wants to help.
To the Mayor’s surprise, the office staff, many of whom have worked there under 4 or 5 Mayors, clue him into the solution.
